HTML or Plain Text?

Recently I sent an Email to The Royal Mail (via Outlook Express) only to recieve a message back to say my Email was unreadable and if I had sent it in HTML format would I please send it again, only this time in Plain Text Format.
What is the difference and if I change from the default HTML format to Plain Text will all other recipicants be able to read this format?

I guess royal mail are trying to protect themselves by blocking all mail arriving in HTML format.
Plain text is, as it says, just simple plain text.
With HTML you can have colour, fonts, images etc.
If you receive an advert from a company via email that has fancy colours, fonts and images that will be a HTML e-mail.
