It depends on what the context is that you are using the word decoder in. For example in TV and radio a decoder would turn the received radio frequency into audio and video. Does this answer your question?

In that case for free digital terrestrial tv you would need a Freeview receiver, assuming you are in the UK. To check for Freeview coverage simply type your postcode here.
