I want to create a web site. Now, I'm an absolute beginner in this area (mainly because I've spent 10 years on my pc doing everything else and not giving a s**t about web site making) So, for starters I would require some programs and loads of step-by-step walkthroughs? What do you suggest? And what are these Dreamweaver and Flash-MX programs I heard of? Are those any good, and what do they do exactly? Hope u can help :)

Dreamweaver is the ideal package for doing websites. If you haven't learnt HTML (the language websites are written in) then dreamweaver has a WYSIWYG function, so you lay out the page as you want it to appear and it will translate it ti HTML for you. If you can write in HTML, then good old Notepad is fine for constructing sites. However, Dreamweaver is still the most popular (and many would say the best) making it easy to find guides and help etc so that would be my suggestion.
You can even use Microsoft Word to make up a page, with pictures, hyperlinks and all, and save it as a webpage.
If you wish to learn the basics of writing html, http://www.htmlgoodies.com/ is a good place to start. It is really not that difficult to learn. A free webpage editor such as at http://www.arachnoid.com/arachnophilia/ can make the task a lot easier, while still giving you complete control over content.
