The best I have found is "paint.net":

www.getpaint.net

You will need to download the Microsoft .NET framework first:

http://www.microsoft.com/downloads/details.asp x?********=0856eacb-4362-4b0d-8edd-aab15c5e04f 5&displaylang=en

Unfortunately the letters in that link has a word that is derogatory to Jews in it so AB blanks it out hehehe. Naughty Microsoft.

You'll just need to search for ".net framework" on the error page that comes up.

Thanks ll, but that gives me 4,580,000 entries! I'm probably being thick, but can you be a little more precise?
Thanks again.
Try Picassa - it's very simple to use and free!

http://picasa.google.com/

You colud also try picasa, and you may find some of the earlier versions of Serif photoplus are now free
Not used it myself but a lot of people suggest Picasa.

Free download from here

http://picasa.google.com/

If you are willing to pay about 50 then Photoshop Elements is the one most people suggest.

This is a "cut down" version of Photoshop which sells for about 400 that all the professional use, so you are getting a lot for your money.

You can download a 30 day trial from here

http://www.adobe.com/products/photoshopelwin/
You can download Serif Photoplus from here free

http://www.freeserifsoftware.com/

Serif make their old versions available free in the hope you will then go out and buy some of their other software.
Try Googling The Gimp. This has most of the features of the latest Photoshop material. It works with Vista too! Lots of Help pages to go with it.
Ths is the URL of the Gimp place
http://www.gimp.org/
I have also had good results with Vicman photo editor

http://www.vicman.net/vcwphoto/index.htm
http://www.getpaint.net for the program.

To download the framework type ".net framework" into Google. It's the top entry.
This is best free one - FastStone, as it does everything. Picasa is very good, but doesn't resize pics. IrfanView is also good all round one, but in my opinion lacks ease of use.

I use all three, but FastStone is the best for user friendliness and layout : here's the site for download - they ask for a donation, but ignore it:
