Good photo editing program

Anyone know of a good picture editing program that I can use to get my own back on my brother for a practical joke he played on me? The sort of thing I'm looking for is to manipulate photos - add a couple of stone to picture, the odd wart, wrinkle or whatever (penis for a nose - I don't care). I'm not bothered by cost of program just ease of use really. Thanks in advance. P.S. I know that we should know better seeing as we're both almost 50 but you know what they say 'boys will be boys'.

the morph stuff it really good ... and easy to use ...
you won't be able to add a peckker ... but you can turn him in to one.
my bought fave is paintshop pro - photoshop elements gets good writeups also.
for a freebie "the gimp" (could be apt!)

Many thanks ACtheTROLL, I couldn't believe how easy it was to download 'Gimp', I occassional use BitComet to download stuff and sometimes have a problem opening applications but with Gimp it was all so simple. I was up until 1.30 this morning playing around with the paint program and have to say that its very good. Today, at your recommendation I'll have a look at a few more. Again, many thanks.
