Say you send something to another computer. It's going out of your computer to their computer. So you're uploading.
But this person is receiving your stuff. So they're downloading from you.
As the above say, sending out means you're uploading. Getting stuff means you're downloading. But depending what side of the transfer you're on, it can be either one.

... and just to obfuscate that a bit: reading some of the posts on here, it's quite clear that many people who now use computers have no idea of the correct terminology, so you will quite often find people talking about (for example) downloading, when a careful read of their post reveals that what they actually mean is "installing".
