Click regional and language in control panel - click languages - click details - then change from US to UK.
Before you start change to classic view if you`re in category view ( in control panel).

I have tried every suggestion, particularly makysngc's but, even though I select English UK > OK and restart the computer, it still does not work.
I do not have a 'grey bar symbol' on my keyboard

Don`t just change to English in the drop down bar. Click on languages at the top, then details, then click add, then choose English UK from the drop down bar, click on US, then click remove.
I almost always need to do this after a reinstall of windows and it always works.
Thank you, I had the same problem and just sorted it using your advice. It works tabby. I only got the EN after i went through control panel though. Anyway, thanks again.
