Samsung LCD TV Faulty?

My lcd tv n has developed a static line accross the top on all functions accept when viewing in built digital tuner. The static keeps within the screen size so if I change to 4:3 the surrounding border looks fine.

Have tried connecting my dvd/games console via different connections but still same problem. Have also tried the tv in a completely different room with a different dvd player and fault is still there.

Any ideas...
