Getting good quality live football over the internet is rather 'hit and miss' at the best of times. Very few TV stations have international broadcast rights for the football matches they show. So you're limited to watching either the output of the few TV stations who do stream their output onto the internet (mainly from the Far East) or programmes which are (illegally) put online by people using peer-to-peer software which is somewhat similar to Limewire.
The software you require to receive these two types of streamed transmissions is called Sopcast. You can read about it, and download it, here:

That's got the footy onto your PC but you want to watch the matches on your TV screen, so you need a gizmo for converting the output from your PC to that required by your TV, like this one:
