It's illegal, under data protection legislation, for anyone to make 'reverse search' directory facilities available (either online or on CD).
When telephone directories first became available on CD (which was before they became available online), the 'professional' editions of the CDs did permit reverse searching. However privacy campaigners pointed out that, for example, a young woman might be prepared to give her phone number to a stranger she met in a night club but not want him to know where she lives. Because of these concerns, reverse searching facilities were made illegal.
