I am having a problem as my incomming emails are duplicated as are my outgoing ones. they do not appear simultaneously, there is a delay of about 5 minutes - any ideas as to how this can be cured, would be appreciated

I'm fairly certain you'll find this to be a problem with your email server (ISP perhaps) rather than Outlook. I know quite a few people this has happened to including myself and it has always turned out to be the server
