i cannot send or receive emails i have been around the houses with this problem ie toshiba microsoft norton
just impossible they all blame one another any help or suggestions appreciated

Firstly, I'll I assume that you're using an email client (such as Outlook Express, Outlook or Thunderbird), rather than a web-based service.
Then I'll guess that the most likely client is Outlook Express (simply because that's what on most people's home PCs).
Outlook Express (and probably Outlook as well) has a nasty habit of 'screwing up' your account data which it needs to send and receive email messages. It's happened to me several times (including twice this month). It's annoying but really easy to fix. Or rather, it would be, if I knew the settings required by your particular ISP.
Please post again, stating which ISP you're using, and I'll try to guide you to a possible solution.
First, however, please press Ctrl+Alt+Delete. Enter the Task Manager and disable everything associated with Norton. (The chances of any harm coming to your PC if you run it without a firewall for a few minutes are effectively nil) Then try sending yourself an email. If it gets through, you'll know that the problem is with Norton (and everything I've written above is completely irrelevant!). If the mail still doesn't get through, I'll try to tell you how to fix your Outlook Express settings.
(After your test email, simply restart your PC to switch your firewall back on).

Well if you've tried disabling Norton, you've already eliminated your firewall as the cause of the problem.
Have you tried deleting your email account from Outlook Express and then recreating it? (It's often what's needed to fix the problem).
In Outlook Express, go to Tools > Accounts > Mail. If you've only got one email account, it should already be highlighted. If not, click on the relevant account to highlight it. Click 'Remove' and 'Yes'. Then click 'Close'.
Now create the account again, using the information here:

If you still can't send and receive email, it suggests that the problem is at Smart Telecom's end. You can test it by setting up an email account with a different service. Follow the instructions in paragraph 3, et seq, of my post here:

That will create a new email account for you, with a username such as [email protected]. Try sending mail to yourself using that account with Outlook Express. (When you've got more than one account with Outlook Express, you can choose which one to use by clicking in the 'From' field of your new mail, and selecting from the drop down menu).
If you can send mail via Gawab, but not via Smart Telecom (and you've already deleted and recreated your account details), the problem is at Smart Telecom's end of things, not with your PC.
