Limiting Internet access times.

My brother has 2 daughters who seem to spend all day on the internet now that the school holidays are here.
He says he leaves work at 11am, and they're already on the PC, and comes back at 11pm and they are in the same position.
He'd like to know how he can go about setting up the internet to only be available to his 2 daughters from 3pm to 9:30pm so they do something else for the duration of the day.
Is there anything that an administrator can do to set this up as he's not interested in downloading 3rd party software.

If he's running vista he can set up access times for certain people they each need to have a profile.

At the moment he is running Windows XP so I'll take a look at the 2nd link madsteve.
I don't think the timer switch is such a good idea. There's nothing stopping the 2 girls getting into that box if they are addicted to the internet. Also it seems a bit too much seeing as the PC has a timer feature built in.

There really is no need to be some rude. Turning off the electricity is at the plug is exactly the same as disconnecting the electricity supply.
Surely you understand that if you turn a pc off at the mains you lose work in progress and possibly corrupt files? Effectively causing a pc to crash.
To turn off a pc, you close all files and programs and go through the proper shut down procedure.
