Here's an example of how it can occur:
I create a web site and have a page called Fruit which you make your home page.
I have set my web server up to forbid browsing the directories.
I decide that I'm going to do away with the Fruit page and link directly to all bananans and apples pages from a different page, but because I like to be tidy, I create a directory called Fruit to hold all my fruity pages.
The next time you open your browser, it tries to take you to your home page (www.mysite.com/fruit) which is no longer a web page, but a directory - and I have forbidden browsing - Bingo! up comes the 403 error.
