cannot delete a file

hi i have a file that will not delete. it is just a video link but when you ask it to delete the wondows comes up acting like going to and says calulating time left and just stays as that. then the whole machine goes slow even if you stop this process.

please help. i have tried to delete it in safe mode and same happens. i cannot do a system restore either as that just resets everythin but does not deltes files or folders.
