My first concern with that site is this quote which I found:
"Note that the current beta is for US residents only. You may experience slow performance when using Photoshop Express outside the US".
A 'beta' site is one which is considered good enough to be put online, so that users may report any errors, but it's not yet the 'final product'. Also, as the Answerbank is UK-based, I'm assuming that (like me) you're in the UK, which means that there's the additional problem of slow performance. (I'm still on dial-up and pages are taking over 10 minutes to load. Even on broadband, things can't be very quick). Further, it seems that the full functions of that site will only work with Flash Player 9. (Unless you've got a fairly new PC, with all of the relevant updates, you might well not have that available to you).
So, regrettably, I can't directly assist you in trying to get that site to work. (I'm using Windows ME, on dial-up, with the wrong version of Flash Player).
