How do i link my website to others

Hi, I have recently set up a website and am looking to get some traffic directed to it, I have signed up with google but this costs quite a lot and i am wondering if anyone knows any free or low cost websites that I can link mine to in the hope of getting some hits

Find other websites which deal with a similar subject to yours and offer to exchange links. Most websites have a links page where people can find more information.

The danger being that if the websites you link to are more useful than your own, people will soon stop visiting yours.
