two simple words

Wind resistance

you'd have to put more power into the boat to push it forwards against the extra wind resistance then you would get out of the turbine.

Nice idea though... if it did work we could power the planet with tethered boats going in circles.

I was not thinking of powering the boat but just to supply all the ancillary equipment.
Same answer though...

the engine that is powering the boat would have to provide more power to over come the wind resistance of the turbine and the power your getting from the turbine wouldn't be as much as the extra your putting in to the engine

....unless the wind was coming from behind the boat then it would tend to push the boat along like a sail?
