Is it possible to receive a satellite signal if the dish is mounted behind 1" sq wood verandah rails 4" apart?

you'll have to try it

parabolas are incredibly focused - dishes are manufactured ready "damaged" (the paint is dull so that the signal doesn't damage the transponder or create a super reflecting magnifying glass) so it might work - it will depend on the angle of the rails with relation to the satellite.

having said that it is an extremely weak signal - they do rely heavily on "line of sight" (that's why you loose signal when it rains, snows, fogs) - so while it might ... it probably won't
