is the internet privacy law for real?

Internet Privacy Act 431.322.12 is this law for real or is it just a bogus law made up. they say it was signed by bill clinton and it gives you the right to forbid any one from viewing your website.

Theres no such thing as an internet privacy act (hahahahahahah) and anyway, if it wasnt signed by English law people then it isnt worth chucking on the fire to burn. Basically, its just a myth.
as a clarification for my above note, it would be near impossible for there to be an internet privacy law. you would have to get representatives from every country in the world so sign it, and that is unlikely. so even if it was signed by bill clinton, and it did exist, it wouldnt affect us people here in the UK, or anyone elsewhere of the US for that matter.
