Why can't I load my whole itunes library on my classic shuffle wheel ipod?

I have a classic shuffle wheel first generation ipod (40gb) and am trying to load more music onto it from my itunes library. There is only 25 GB of music in my itunes library and yet the message keeps displaying that there is no more memory available on my ipod and that I can't, The remaining space is shown as holding "other" items and yet I do not have anything else on the ipod. Please can anyone help?

Since posting my question I have realised that my iPod is not a shuffle, but is a "click wheel" type .... sorry for the confusion.
