watching tv on laptop/PC

My son lives in an area that only receives first 4 terrestrial channels, no matter what aerial or set top box we try. He has a good PC,but no internet (no BT number) Would one of those tv stick gadgets work with his PC in these conditions?Do they boost reception?Any help appreciated.
