toshiba laptop unable to format

got an old Toshiba Tecra8008 laptop with some issues, to try to resolve it i want to format the HD and reinstall Windows XP. Everytime i try to format it comes 'unable to format' with no explanation.any ideas ??

Boot sector protection turned on in the BIOS maybe

How are you going about trying to format?
Maybe an obvious question, but you are not trying to format the drive while you are actualy IN Windows.

Windows will not allow you to format a disk while Windows is running.

You can format during the Windows install process.

If you are going to reinstall Windows XP then start the install, then near the start of the install, where it says "where do you want to install Windows", delete the existing partition, then create a new one, then format it.
