This is usually the case if you have an old operating system or a command line O/S. The software packages which are saying upgrade or whatever will not be compatible with the O/S you are using, the software when being written will not have the correct programming codes for that O/S

An ideal example of this is a computer game, nowadays there are games that require a lot of ram, fast proccesser and an uptodate graphics card.

Also many games will simply just not be supported by the earlier O/Ss because the game producers will not waste time with little extra profit
