Where's me 'at?

I've just installed Windows XP on my home computer with a new keyboard. I found the when I typed an at "@" it came out as double quotes """. Luckily when I type " I get an @. I thought it must be a duff keyboard, but get the same problem at work on a newly installed XP system. I could use tippex on the keyboard but is there a better solution?

Set the location to UK. Start > (settings) > control panel > Regional and Language options > Languages > details... > default language input should be UK (not US).
