Our NPO fired an employee that decided to build web sites for members as a benefit. He did this under his own name and ot under the NPO.
He claims that since he isn't going to get severance that he will just let the domains expire.

What is the best course of action to get the members' ownership of their domains?

Well, assuming that he didn't get paid for it and he registered and paid for the domains, there ain't a lot you can do (at least not that's viable), except wait for the domains to expire, at which point those who want them can register the names themselves. But if the circumstances are as I describe, then any existing content will just disappear into the ether.
I had a domain registered by an employee who left the company and I just contacted the ISP and they just asked for proof of the company name and passed the registration over to me - sorted.

if your NPO doesn't want to be associated ... just maybe you'll be safer letting the problem go with the employee
