You don't open these files with something else. A dll file is actually a sort of sub-program called by the main program to do something specific. It looks like this particular one is something to do with C programming runtimes. I'm no programmer so I'd leave them well alone!

Alrighty then! A .dll is a Dynamic Link Library file. Programs (.exe etc) call these dll's during run time. It basically help maintenance of computer programs. Its a lot easier for programmers to replace these dll's instead of uninstalling the application and reinstalling a new one. So, as Ralph said, leave it alone! it could stop a program functioning properly.
