How can I transfer the data on my Windows 98 CD to floppy for instalation on a PC without a CDROM ?

you can't as floppy discs don't have half the memory of a CD - and the information on the CD is copyrighted so it can't be copied onto a floppy disc. The only thing i can suggest is contacting microsoft and purchasing Windows 98 on floppy at an upgrade price (which isn't expensive).
Why don't you just buy a CD-Rom drive, my local component supplier sells them (52 speed) at just under �26
