Unusual wires

We have one of those long, cylinder-shaped lights that go in fish tanks, but it looks quite old and we can't figure out how to plug it in.  There is a flat, grey wire coming out of the light's housing with four smaller wires inside - three are insulated (yellow, blue, red) and one is bare.  How do we connect these to a mains plug?  I've taken a photograph so you can see what I mean.  http://images.dpchallenge.com/images_portfolio/16982/med ium/123366.jpg

The link appends a <P> to the end of the URL, so delete that and you'll see it. Is it a fluorescent light? Are you sure it's mains voltage. It looks like three phase wiring. My guess is that someone has replaced the original with this. The only way to be sure is to open up the fitting and determine where they connect.

Sorry about that link (must learn how to avoid the </P>...)  Thanks for the recommendation, Tweed.  It shouldn't be too hard to open up the mysterious box that the light is attached to - I hope things work out from there.
