DVD+RW Disc won't play

Having recorded on a DVD+RW disc, why is it it will only play on the equipment it was recorded on?
Do they need to be finalised?

The point of this is to allow you to re-record...you would have to use a finalised DVD+R or DVD-R to play on a different machine,with no guarantee that they will play anyway...unlike a CD RW which can be finalised on a CD recorder to make it compatible to play on other players,and which can then be used again,simply by erasing the TOC (table of contents).This returns it to its RW status.
