Laptop problems

I have an Advent 8111 laptop running Vista Home Premium and IE 8 with Norton Internet Security 2010. For the past month or so I have had problems with the internet, often when I try to open it it says my last browsing session was not closed correctly and I am given a choice of either restoring my last browsing session or fgoing to my home page. I always close every application before shutting down, even if I can open the internet correctly it often freezes completely, takes ages to load any pages or produces the message not responding. The same sometimes happens to Windows Mail. Has anyone any ideas how I can resolve this. I'm thinking of upgrading to Windows 7.
