I am in the UK and am planning to purchase a Skype number, but am wondering whether I can use that same number (UK area code) to make calls in Paris.

I assume that you mean a Skype Online Number. You don't make calls using a Skype Online number, you make calls using Skype. The purpose of a Skype Online number is so that people can call you even if they don't have Skype. You purchase a number in the region where it will give most benefit - regardless of where you are.
For example, I'm based in Greece, but the vast majority of my clients are in the UK. Those who don't have Skype can call me in Greece by dialling a Brighton, UK number, and avoid the cost of an international call

So, does this mean then that when I call from Paris using Skype - the reciever of the call will see a UK area cde number flash up?
