Paypal dispute

I ordered goods using paypal in September. The item didn't turn up and the company said my order had been cancelled by mistake, but they would reprocess it. Again the item did not turn up and I eventually told them (almost a month ago) that I was going to open a paypal dispute into the matter, at which point they offered me a refund. I have still not received the refund despite having been in contact since, and being promised it was being processed, so I just tried to open a paypal dispute, only to have a message appear telling me paypal did not deal with this kind of dispute and to work it out with the seller. I thought the whole reason of using paypal was that you had some backup if you did not receive your item. I know it says you have 45 days to dispute, but the item was coming from overseas and there were postal strikes on, not to mention the fact they only supposedly sent the item about a month after I ordered it. What is to stop bogus sellers from dragging their heels and making false promises till the 45 days expire? I am getting no joy from the sellers, so where do I go from here?

do you have any cover with your credit card? or did the payment go from your bank account?

Ah, it came off my credit card but I'm not sure where I stand with cover on it. I'll have to check with the bank - thanks :)
