I have tried to log off my lap top - using vista- and it seems to be frozen on the logging off page. It will not allow any other commands such as ctl alt del. can anyone help?

If Vista isn't responding to Ctrl+Alt+Del and you've waited a reasonable amount of time for it to 'do it's thing' then the only real option is to hold down the power button for at least 5 seconds to switch it off. If that doesn't work then unplug from the mains and remove the battery.
