The main difference that I can see (I don't have either machine, I've just looked at the specifications on your links) is that the Aldi PC has a separate graphics card, the Argos PC doesn't, it processes graphics on the motherboard.
This means that the Aldi PC will be better for games.
In general, Aldi PCs offer superb value for money. (I purchased one about 4 weeks ago).
However, they normally only have a few (10 max) per store.
Understandably, the staff (or their mates) quite often buy a few.
If you want one, you need to get to your Aldi store before 7am - there will be a queue - they will probably only have 4 or 5 available - they'll hand out tickets.
It's a lot less hassle to go for the Argos offering - especially if you're not a gamer.

Inkie - the graphics card isn't only used for games - if you have one, it's used for everything. If you don't, the motherboard graphics is used for everything. The difference is that dedicated graphics cards provide much better "fast moving pictures", which you only notice in games, video editing, and a few other unusual things (e.g. 3D Modelling).
As Chuck says, there is also a memory advantage to having a separate graphics card - but from what you've said, I don't think your cousin will notice.

Actually if he only uses it for Internet, email, web browsing etc he could probably spend £100 LESS on the PC and it would still be fine for him. The two PCs above are fairly powerful and probably over specified for what he wants to do.
I am typing this on a 5 year old PC I built running Windows XP and it is fine for Internet, web, email etc.
