Do O2 phones be unlocked to all countries?

Does anyone know if I buy an 02 pay and go phone can an 02 sim card from any country work on it. I know that it would be unlocked to vodafone etc. but not sure about other 02 sim cards. Specifically I am wondering UK/Northern Ireland 02 phones and Rep. of Ireland 02 sim cards.

should be ok abroad, when they block stolen phones in this country they sell them abroad where they will work
