border on tv when watching thro internet

hi folks,when watching tv thro internet(ie when vga cable transfers picture on to tv)i have border top and bottom of picture.it is a modern samsung tv and i have tried changing resolution to 4:3 and 16:9 but with no success.any ideas whether this can be done.thank you in advance.

4:3 and 16:9 are not resolutions, they are aspect ratios.

Change the resolution on the computer to match the TV's
