if someone texts from another country, is their number differnt? ie +44583.....?

If it shows at all, some countries/networks don't pass on the number internationally.

Probably depends on the network. I sent one from the UK to a friend who is currently working in the States and he got it. I just sent it to his normal mobile number without adding any country specific code.

Texting or phoning from a different country won't change the phone's number.  A British registered mobile will always start with 07 or +447.  +44 is the international dialling code for the UK, so if you were dialling a landline in Britain from a foreign landline you omit the first 0 from the STD code and replace it with +44.  Mobile phones work slightly differently.  A British mobile phone abroad is still considered to be in Britain for dialling purposes so leaving the 0 there will make no difference.  A foreign mobile, eg American, phoning a British mobile in America will still have to use the international dialling code for the UK.
