A British registered mobile will always start with 07 or +447. +44 is the international dialling code for the UK, so if you were dialling a landline in Britain from a foreign landline you omit the first 0 from the STD code and replace it with +44. Mobile phones work slightly differently. A British mobile phone abroad is still considered to be in Britain for dialling purposes so leaving the 0 there will make no difference. A foreign mobile, eg American, phoning a British mobile in America will still have to use the international dialling code for the UK.
