I have Broadband Basic. I am allowed up to 1 GB free use per month. If I connect to Broadband and leave my computer sitting on the Home Page am I using up my usage allowance

Your downloads would be negligible when you are on the homepage. It's downloading large files such as videos or music files that will use up much of this 1GB.

Unless the page refreshes, no.  After the initial download no other bandwidth is used (unless you have other programs running).
