I'd say virtually the entire population. Kids have access at school, major cities have intrenet cafes, adults have access at work, there's free access in public libraries.

I'd agree too Pinotage with your 3 star answer, then also those even without all the above if there's no land lines they could even use satellite.
... Not forgetting basic internet access on mibile phones - everyone seems to have one!

It's possible to profile who doesn't have internet access: people who don't own their own internet-enabled pc; people who can't easily get to libraries or internet cafes; people who can't read with confidence; people who will not engage with IT. One 'non-user' could be in that position for one or all of these reasons. Quantifying the numbers involved is impossible, I guess, and estimating is fraught with prejudgements such as 'older people won't engage with IT' ---NEVER EVER say that on AB!!!
