ensure Start Menu button selected > Customize
in General tab see what is selected in Show on Start Menu box... there should be entries for Internet (showing Internet Explorer) & E-mail
[if you can't see IE listed it must not be installed!]
Once selected (& confirmed) IE will be placed in the Start Menu. Just drag the icon onto Desktop.
