When you buy a mobile phone what determines the phones call number, is it built into the phone or is it on the sim card, in other words if I put my sim card into another phone
would that phone then have my number?

yes if the phone was unlocked to accept any sim
It's the SIM card, so yes, as long as the other phone is either not locked to a network, or is locked to the network the SIM is on the other phone will get the number.
