Looking at the tables of contents, it appears that 'Excel 2007 for Dummies' is for those who want to receive information in a 'chatty' style, whereas 'Excel 2007 Workbook for Dummies' is for those who want to cut out all of the chat, and simply to have a quick reference book to hand.

For example, the former title includes chapters such as 'Making It All Look Pretty' and 'Charming Charts and Gorgeous Graphics', whereas the latter title has chapter headings such as 'Financial Formulas and Functions' and 'Generating Pivot Tables'. (Which suggest that a new user might find the first book easiest to read, whereas an experienced user might find the second book quicker to refer to).
