Everything that might have closed for the winter has reopened by then but the visitor numbers are not as high as they are at the peak of the summer season. We often holiday here in the UK and try to do so in May or June.
If the weather is not a consideration, then there is no good or bad time to visit London as attractions are mostly open all year round.
