If you don't want to do it independently, there are several companies who offer day trips to Tangier with an interesting guided tour of the city and lunch, and trips can be booked at all the local tourist information offices. This is one we booked direct and which I would recommend. It goes from Tarifa and the coach picks up at various places along the Costa del Sol. Europa21 Travel Service 0034 952389807, siesta hours, or 0034 667413359, 24 hours. They speak English, so telephoning them is not a problem. Like all organised tours, you are herded to a degree, but we found it worthwhile.

Looking at the first idea I will be a wet blanket and say that Tarifa is some 80-90 road miles from Malaga. That is not to say that it may not be the cheapest option.
You might find it easier to fly from Malaga airport to Ceuta which is a Spanish protectorette in Morocco( in much the same way as Gibraltar is to Spain)and exit from there into Morocco.
There will undoubtably be ferries from Malage Marina/Port to Ceuta also. It all depends on which part of Morocco you want to go to.

This site will give you the ferry info from Algeciras to Ceuta.
Algeciras is halfway between Gibraltar and Tarifa. You may even find that the railway runs from Malaga to algeciras.
