No, you can't, you have to register with a UK address http://lottery.mersey...Info/Sub_Leaflet.html (they do apparently have their own lottery in the Channel Islands)

If you do not meet these requirements, any ticket purchases you make will be declared invalid and no prizes paid, and we will have the right to reclaim any prizes already paid under these circumstances".

I know your right but when I lived in Dubai lots of Brits used to play, presume they must have used their UK addresses, never really thought about it.
Also on the very first lottery draw my young grandaughter came out with the gem - I dont think old people [ meaning moi !] should be allowed to play as they wont be able to spend it all before they die !!!!!
