Just recently got fixed up with OIS. Although online, they have a helpline number for checking out pre-existing conditions.  Mine was okayed tho obviously depends on condition.  Hope this helps.

Depends on the pre-existing condition.  You should be able to find insurance that excludes that condition (unlikely to be attractive).  However, support groups for the condition tend to know where to go.   For example, Diabetes UK holds info on where diabetics can get fully comp personal travel insurance.
me and my mum both have pre-existing conditions (well my mum has about 6 lol) and we use marks and spencers travel insurance

my father has angina and diabetes and has always been able to get competitively priced insurance from norwich union

We have always used the Post Office for easiness and cheapness (Mrs Glossopswift is diabetic).

I'm a pensioner with heart history. Norwich Union were by far the cheapest. Saga. surprisingly was by far the most expensive
Try Navigator Travel Insurance - they're online
club direct - they have a preexisting illness special section.  Even better, they keep your details in a confidential, password encoded file, so that if you want to travel again, you dont have to go through your medical history
