Passport for France?

I was told that you dont necessarily need a full passport to get the ferry to France if you can show other forms of ID ie birth certificate. Is this true??

my OH is Portuguese, he has an ID card plus passport, people in UK didnt want ID cards, in theory he can travel anywhere in Europe with just an ID card but recently on a day trip to Bolougne on the return trip when you have to get off the coach and go thru passport control he showed his ID card and the officer said "havent you got your passport" so he had to show it anyway.
