I've never had travel insurance for travelling in England (or Wales or Scotland for that matter) and we''ve holidayed on these isles for the last few years. You don't need to worry about medical insurance, but I suppose I was taking a risk that if there was some reason I couldn't go on holiday (death in the family, illness, that sort of thing) that I would have had to pay for a holiday that I couldn't go on. Thankfully that never happened. I've got travel insurance this year though - off to Florida!
You could be covered for certain eventuality's by your home or motor insurance policies.
If you are on holiday in the uk most home and motor policies would not cover you should you have problems. Say you cant make the holiday or you get injured climbing in the highlands and want to be flown home to recover near relatives etc you are often not covered.
