It's usually a percentage of what you have withdrawn and your own bank may well charge too. Sometimes it's better to use a prepaid card - you use them just like a debit card and get the going exchange rate, and there are no extra charges. You have to remember how much you have on it though as you can't go overdrawn on it.
Alas it's far too general a question to give a simple answer to - it would depend on which BdeC you bought them here, ditto in Europe, and what debit (or even credit) cards you have or can get
